The 2 small seals are different, with the smaller one going further inside as shown, also includes the outside 'top hat' type seal.
 
Use some oil and slide them over the alloy plunger to mount them.  (They are not mounted in the photo, but next to where they go)  Note the direction they face.  Does NOT include the piston or the spring.
